摘要
文章通过对12个省份的18份政策文本进行数据统计、可视化和量化分析,发现2014—2018年我国省级高校教师职称政策关注到了程序公平和机会公平等问题,呈现出评审机构与程序完备、评价标准导向明晰、监管机制健全等现代化治理特征,但也存在评价机制创新乏力、评价结果使用弱化、内部和社会监督空洞、内部申诉制度缺位等问题,这显示省级高校教师职称政策并未关注到结果公平,程序公平和机会公平的内涵也有所缺失。我国需要进一步落实评价机制创新、有效衔接聘任制度、建立校内和社会监督制度、构建内部申诉制度来推进高校教师职称制度改革。
Through an analysis of 18 provincial policy texts from 12 provinces in China,it is found that provincial policies of professional titles of university faculty from 2014 to 2018 mention procedural and opportunity fairness,showing characteristics of modern governance,such as complete evaluation bodies and procedures,clear evaluation criteria and sound supervision mechanism,and problems,such as lack of innovation of the evaluation mechanism,weakening of evaluation result application,vacancy of internal and social supervision and the internal appeal system.These show that provincial policies do not refer to result fairness,and connotations of procedural and opportunity fairness are also missing.China needs to further implement the innovation of the evaluation mechanism,effectively link up the appointment system,establish an internal and social supervision system,and build an internal appeal system to promote the reform of the title system.
