摘要
基层全面从严治党的最主要的、最急迫的任务是全面加强基层党组织的功能和作用。新时代基层党组织的'服务功能'同'政治功能'是一致的,具有'资源调控'、社会整合与内部凝聚、价值传递与共同价值形成的功能。基层党组织全面从严治党,实现组织功能,需要深刻把握中国新时代的治理逻辑,尤其是时刻把握'以人民为中心'的根本治理逻辑,以新的逻辑理念推动理想信念建设的不断强化;以外部聚集性整合与内生性动力转化推进基层党组织的功能实现;以服务性介入实现基层党组织的制度创建与行为引领。
To strengthen the functions and roles of primary-level Party organizations is first and foremost a task for ensuring strict Party self-governance at the primary level.In the New Era,'service function'of primary-level Party organizations,which contains resource allocation,social integration and internal rallying,value delivery and common values shaping,is consistent with its'political function'.The implementation of strict Party self-governance and its organizational functions requires deepened understanding of the governance logicin the New Era,especially,the fundamental'people-centered'one.To be specific,it requires strengthening the ideas and faith with the new logic,realizing functions of primary-level Party organizations with external integration and internal stimulation,and playing the role of building institutions and regulating behaviors with the Party’s service nature.
