摘要
雄安新区要建设成创新驱动引领区,必须依靠人才驱动,尤其是要发挥大数据人才的引领作用。雄安新区现有人才政策虽然多样但同质化严重,存在重"引"轻"用"、重"引"轻"育"、重经济激励轻环境营造、重需求方轻供给方等问题,对大数据时代人才的新需求和引才新趋势规律性认识不足。基于此,文章从探索建立高度市场化的人才薪酬体系、柔性集聚机制、PPP配置模式和新时代创新人才培育机制等入手,为雄安新区高质量高标准发展提供人才支撑。
In the big data age,the construction of innovation-driven leading area in Xiongan NewArea must rely on talent-driven strategies,especially on the leading role of big data talents. The existing talent policies are diverse but homogeneous,and there are some anomie problems,such as attaching much importance to'introduction'rather than'using',or 'culturing',attaching importance to economic incentives rather than environmental construction,and attaching importance to demand rather than supply side. There is insufficient understanding of the newdemand for talent and the new trend of talent attraction in the age of big data. To meet the needs of the situation,we should explore the establishment of a highly marketable talent compensation system,flexible agglomeration mechanism,PPP allocation model and newera innovative talent cultivation mechanism to provide talent support for the high-quality and high-standard development of Xiongan NewArea.
