摘要
菲律宾深刻影响着中国和平周边环境的构建。国内对菲律宾对华政策的影响因素的研究:一是认为美国因素是影响菲律宾对华政策最重要的变量;二是认为菲国内政治诸因素影响着菲律宾对中国的南海政策。前者忽视国内政治因素对外交政策的影响和塑造;后者则仅限于探讨菲律宾对中国的南海政策。事实上,通过分析菲律宾国内政治的特点及属性来探究其对华政策的影响,是研究菲律宾对华政策的重要方法和内容。家族政治集团、非政府组织、能源利益集团、军方及外交决策主体是影响菲律宾对华政策的最重要的国内政治因素。菲律宾家族政治集团的贪腐及相互之间的争权夺利对菲律宾的对华政策带来严重不利影响。菲律宾非政府组织数量多,参政议政能力强,且广泛接受西方的资金和管理援助,对菲律宾的对华政策有双重影响。能源利益集团大力拉拢大国的油气企业及与菲国内其他行为体合作,大量开采南海争议海域油气资源,对菲律宾的对华政策带来消极影响。军方实力较弱,主要依靠美国的支持和援助,是菲律宾对中国的南海政策强硬的急先锋。外交决策主体的亲美倾向及错误认知也是影响菲对华政策的重要因素。
Philippine is one of key players in the China's peaceful neighborhood. Academic research in China on the influence factors of the Philippine's China policy have two main thoughts: the United States is the most important factor to affect the Philippine's China policy; and that Philippine domestic political factors affect Philippine's South China Sea policy toward China. The former thought neglects domestic political factors on foreign policy; the latter is limited to research Philippine's South China Sea policy toward China. In fact,it is an important way for research Philippine's China policy by analyzing the characters and attributes of domestic politics of Philippine and the influence to China policy of Philippine. Familial political groups,NGO,energy interest groups,military groups are the most important domestic political elements of foreign decision in Philippine. The corruption and contending for power and profit among familial political groups exert negative influence on China policy of Philippine. NGOs in Philippine are in huge number and have strong ability in participating in the discussing of state affairs,and they accept fund and administration aid from western countries which have double influence to China policy of Philippine.Energy groups and oil and gas companies with other domestic actors have negative influence to China policy of Philippine. Military groups are weak and lack fund and depend onAmerican's support and aid,which makes them the daring vanguard in making tough South China Sea Policy to China. The wrong perception of subjects of foreign decision making is also important element of Philippine policy of China.
