摘要
科技评价是促进科技创新,推动社会发展的重要激励和保障。但其评价需要随着时代发展、社会需要而不断改革完善。本研究运用深度访谈的质性方法对几位一线科研管理专家地行了访谈,发现了科研人员受限过大、长效性价值未体现等问题,并具体探讨了财务指标僵化、研究类型未区分等问题原因,进而提出了对策建议。希望借此促进科技管理者、科学家和评价专家之间的对话,为推动深圳市科技评价的改良优化提供参考。
Scientific and technological evaluation is an important incentive and guarantee for promoting scientific and technological innovation and promoting social development. But its evaluation needs continu-ous reform and improvement with the development of the times and social needs. During the in-depth interview of Shenzhen’s scientific and technological evaluation, the paper finds out some problems, such as the limitation of scientific research personnel and the lack of long-term value. It also explores the causes of the problems,which are manifested in the rigidity of financial indicators and the lack of distinction of research types. It will promote the dialogue among science and technology managers, scientists and evaluation experts, and pro-vide a reference for promoting the reform of Shenzhen science and technology evaluation.
