摘要
科技成果评价,是指采用一系列方式对科技成果水平和效果的综合评估,是评价国家科学研究技术水平与促进科技成果转化的重要手段。我国目前的科技成果评价机制并不完善,通过对美英日科技成果评价机制的分析,以及当前国内科技成果评价典型案例分析,针对我国科技评价机制存在的问题,提出进一步引导规范第三方评价,形成多元化评估体系的发展建议。
The evaluation of scientific and technological achievements refers to the evaluation of the level and effect of scientific and technological achievements through a series of methods.It is an important means to evaluate the scientific research level and promote the transformation of scientific and technological achievements.The current evaluation mechanism of scientific and technological achievements in China is not perfect.Through the analysis of the evaluation mechanism of scientific and technological achievements in the United States,the United Kingdom and Japan,as well as the analysis of typical domestic scientific and technological achievements evaluation cases,this paper suggested that the thirdparty evaluation should be further guided and standardized to form a diversified evaluation system in view of the problems existing in China's science and technology evaluation mechanism.
