摘要
作为经济学最核心内容的竞争理论 ,其发展几乎贯穿了整个经济学说历史演变的全过程。但总体来说 ,这一研究脉络的分析方法主要限于理想化的、静态的、均衡的分析 ,因而不能很好地解释市场失败和竞争的激烈争夺过程 ;对竞争必然促进经济福利的盲目信念也使其忽视了对经济生活中经常存在的过度竞争现象的研究。本文认为 ,至少从经济福利角度来看 ,确实存在竞争强度过大并造成经济效率和经济福利损失的过度竞争。在存在过度竞争的情况下 ,政府限制潜在竞争者进入的政策不一定是合理的 ,重要的是应严格区分“是否存在过度竞争”和“是否应该限制竞争”这两个论点 。
As the core of economics, the theory of competition runs through the entire process of the development of economic theories. However, this theory is confined to idealistic, static and unbalanced conceptions and cannot therefore give a clear description of the process of failures and competition in the market. The blind faith in the fact that competition will invariably lead to greater economic welfare also avoids studies on excessive competition in economic life. The authors believe that, from the perspective of economic welfare at least, excessive competition does exist, and brings about a loss of economic efficiency and economic well being. When there is excessive competition it is not always desirable for the government to keep potential competitors from entering into competition. The key is to distinguish between the two points of view on competition and, on this basis, determine policies and measures designed to eliminate the root cause of excessive competition.
