摘要
食品安全历来是民生关注焦点,我国进行了一系列食品安全监管体制改革来加强监管,食品安全监管工作取得卓有成效的进展。中华人民共和国成立以来,我国食品安全监管体制改革可分为哪些阶段?其核心演进逻辑是什么?当前还存在哪些难题依然待解?围绕以上问题,本文通过对我国近70年食品安全监管体制改革的历史分析,提出我国食品安全监管体制改革的合一化管理(1949-1979)、分散性监管(1979-2003)、分段性监管(2003-2013)、综合化监管(2013至今)四个阶段划分,遵循了不断强化'综合监管和专业监管'的改革演进逻辑;然后结合官方、学者和媒体关于食品安全问题的研究报告及数据,归纳当前我国食品安全的关键问题;最后将监管体制改革的'综合化、专业化'逻辑与当前食品安全问题进行比照分析,指出我国食品安全监管体制改革取得了巨大的进展和成效,但目前在专业监管能力、源头风险控制、第三方机构建设、新型食品安全监管等方面问题依然待解,并以此为基础提出未来完善我国食品安全监管体制的政策建议。
Food safety issues have always been the focus of the whole people.China has carried out a series of food safety regulatory system reforms to strengthen supervision,and food safety supervision has made great progress.What stages can China’s food safety regulatory system reform be divided into since the founding of the People’s Republic of China?What is its core evolutionary logic?What are the remaining problems still to be solved?Through the historical analysis of China’s food safety supervision system reform in the past 70 years,this paper proposes the China’s food safety supervision system reform into four stages:Unified supervision(1949-1979),decentralized supervision(1979-2003),and segmental supervision(2003-2013),comprehensive supervision(2013-present);continuously strengthen the reform and evolution logic of'integrated supervision and professional supervision';then,combining research reports on food safety issues by officials,scholars and the media,summarize the key issues of China’s current food safety;finally,comparing the'integration,specialization'logic of the regulatory system reform with the current key issues of food safety,pointing out that currently in the professional supervision capabilities,agricultural product risk control,third-party institution building,new food safety supervision etc remain to be resolved.Based on this,the paper proposes policy recommendations for improving China’s food safety regulatory system in the future.
