摘要
利用全国农村固定观察点的数据,运用Logit和Tobit模型分析了农业补贴对农户流转土地行为的影响。研究表明:农业补贴仅对非粮食主产区农户的转入行为有明显抑制作用,但并不显著影响粮食主产区农户的流转行为;进一步研究发现,粮食主产区中,补贴政策主要通过收入效应和缓解流动性约束影响农户的土地流转行为,非粮食主产区中,补贴政策的收入效应起主要作用。另外,户主的外出就业时间也是影响农户土地流转的重要因素,户主外出就业时间越长,农户转入土地的概率越低,转出土地的概率越高。最后,提出相关政策建议。
Based on the data of rural fixed observation points, we used Logit and Tobit models to analyze the impact of agricultural subsidies on farmers’ land transfer behavior. The results show that the agricultural subsidy has a significantly negative effect on the possibility and scale of farmland inflow in non-main grain producing areas. However, it does not affect the farmers’ land transfer in the main grain producing areas. Further research finds that the subsidy policy mainly affects farmers’ land transfer behavior in main grain producing areas by the income effect and the mitigation of liquidity constraints. In the non-main grain producing areas, the income effect of the subsidy policy plays a more important role. In addition, the time of working away from home of the head of household is also an important factor affecting the land transfer behavior. The longer the head of household goes to work, the lower probability that the farmer will transfer in the land, and the higher probability of renting out the land. Finally, this paper proposes some relevant policy recommendations.
