整体性治理视角下数字技术赋能社区健康养老服务机制研究——以上海市H街道为例

Research on the Mechanism of Digital Technology Empowering Community Health and Elderly Care Services from the Perspective of Holistic Governance--A Case Study of H Sub-District in Shanghai

摘要基于“健康老龄化”理念、依托数字技术赋能的智慧健康养老服务模式,是当下基层养老服务改革探索的主要方向。数字技术能否有效赋能,关键在于其能否在与政府组织的结构网络、业务流程和组织制度互动的过程中实现积极重塑和有效整合。H街道作为上海市数字化改革样板,利用多元数字技术赋能社区健康养老服务,经由数据底座依托、数据共享联通、业务流程再造、服务资源汇聚和制度机制保障等路径,推动域内健康养老服务供给过程中治理需求、治理结构、治理业务、治理资源和治理制度的深度整合,实现数字技术与基层政府的有机融合,以及数字技术对公共服务供给的有效赋能。H街道的治理实践是当前基层政府探索数字技术赋能社区健康养老服务的典型样态,为我国基层政府进行养老服务供给改革提供了有益的实践参考和先行范例。 The smart health and elderly care service model,based on the concept of“healthy aging”and empowered by digital technology,is the main direction of current exploration in the reform of grassroots elderly care services.Whether digital technology can achieve positive reshaping and effective integration in the process of interaction with the structural network,business processes and organizational systems of bureaucratic organizations is the key for digital technology to achieve effective empowerment.H Sub-district is the demonstration model of digital reform in Shanghai,which has empowered its health and elderly care services with multiple digital technologies.Through exploration of paths such as data platform support,data sharing,business process reengineering,service resource aggregation,and institutional mechanism guarantee,H Sub-district promoted the in-depth integration of governance demands,governance structures,governance businesses,governance resources and governance systems in the process of providing health and elderly care services within the region,realized organic integration of digital technology and grassroots government,and achieved the effective empowerment of public service supply by digital technology,which is a typical example of the current grassroots government's exploration of digital technology empowering community health and elderly care services.The governance experience of H Sub-district provides useful practical references and pioneering examples for the reform of elderly care service supply in grassroots governance in China.
