摘要
世界纷繁复杂,从世界整体(宏观层面)、区域(中观层面)和国别(微观层面)分别切入,对于深入研究和理解世界全貌具有至关重要的意义。区域国别学聚焦特定地区和国家,以问题为导向,培养具有深厚专业知识(国士之才)、广博知识(通识之士)和专业技能(博通之士)的高层次战略人才。本文以拉丁美洲和加勒比地区切入,基于其特殊的地缘政治和经济背景、区域认同与合作机制以及中拉关系,系统阐述了区域国别学“三大体系”建设的内涵、指导思想及路径,突出了基础理论研究和资源平台整合的核心作用,创新地提出了“区域国别研究人才能力标准体系”。这不仅揭示了区域和国别研究在促进区域合作和国际关系中的重要性,还指出了“中拉命运共同体”建设面临的挑战和机遇,为区域国别学的发展提供关键视角和实证支持。
The world is complex and diverse.It is of great significance to conduct profound research and understanding of the world as a whole from the perspectives of the global(macro),regional(meso),and national(micro)level.Regional and country studies focus on specific regions and countries,taking problems as the orientation,to cultivate high-level strategic talents with profound professional knowledge(national talents),extensive knowledge(general talents),and professional skills(broad-minded scholars).Taking Latin America and the Caribbean region as the entry point,and based on the unique geopolitical and economic background,regional identity and cooperation mechanisms,and China-Latin America relations,this study systematically elaborates on the connotation,guiding ideology,and paths of the construction of the“three major systems”of regional and country studies,highlights the core role of basic theoretical research and resource platform integration,and innovatively proposes the“Framework for Competencies for Regional and Country Studies(FCRCS)”.This study not only reveals the importance of regional and country studies in promoting regional cooperation and international relations,but also points out the challenges and opportunities faced by the construction of the“China-Latin America Community of Shared Future”,providing a key perspective and empirical support for the further development of regional and country studies.
