湖北省自贸试验区政策对贸易产业升级影响分析

摘要改革开放以来,对外贸易一直是中国经济增长的主动力,其规模稳步增长,但对外贸易在发展进程中面临的贸易对外依存度过高、技术创新进口量不足、出口商品层次较低等一系列问题,不利于中国对外贸易向更高质量发展.2017年湖北自由贸易试验区正式挂牌,它的设立是促进中部崛起的重大战略举措.研究基于以往湖北省进出口贸易发展趋势,从地区经济发展、进口贸易、出口贸易、技术提升等角度综述以往关于自由贸易试验区政策效应的相关研究.在文献梳理的基础上,选取湖北省、山东省等19个省市(自治区)的面板数据,运用合成控制法,以地区对外贸易发展规模为结果变量,分析湖北省自由贸易试验区贸易效应.实证结果显示,湖北省自贸试验区的进出口贸易效应呈现为先正后负态势,表明自贸试验区正处于产业结构升级的关键阶段.通过进一步分析,研究发现自由贸易试验区政策对湖北省产业结构升级具有显著的促进作用. Since the reform and opening up,foreign trade has been the main driving force of China's economic growth,and its scale has grown steadily.However,in the process of foreign trade development,China's foreign trade faces a series of problems such as high dependence on foreign trade,insufficient import volume of technological innovation,and low level of export commodities,which are not conducive to the development of China's foreign trade to a higher quality.In 2017,Hubei Free Trade Pilot Zone was officially established,and its establishment is a major strategic measure to promote the rise of central China.Based on the development trend of import and export trade in Hubei Province in the past,this paper reviews the previous researches on the policy effects of pilot free trade zones from the perspectives of regional economic development,import trade,export trade and technological upgrading.On the basis of literature review,the panel data of 19 provinces and cities(autonomous regions)including Hubei and Shandong were selected,and the composite control method was used to analyze the trade effect of Hubei Pilot Free Trade Zone with the scale of regional foreign trade development as the result variable.The empirical results show that the establishment of Hubei Free Trade Pilot Zone has a certain promoting effect on the overall trade of the region.Through further analysis,the research finds that the free trade pilot zone policy has a significant promoting effect on the upgrading of industrial structure in Hubei province.
