摘要
新一代信息技术加速发展及广泛应用为创新社会治理带来了新机遇和新挑战。构建智慧化社会治理体系,是国家治理变革的主要趋势,能够为现代化建设提供有力支撑。从结构和功能上分析,智慧化社会治理体系包含智慧化社会治理领导机构、制度体系、平台系统、人才队伍和运行机制等五个方面。新时代推进智慧化社会治理体系建设,应当以前瞻性的眼光,从全局和系统的角度出发,强化顶层设计,以制度引导实践探索;支持多元参与,以机制促进协同合作;加大资源投入力度,以平台支撑智慧运行;突出服务导向,以问题倒逼流程再造;坚持试点先行,以项目推动改革创新。
The rapid development and widespread application of new-generation information technology have brought new opportunities and challenges in innovating social governance.Constructing the intelligent social governance system is a major trend in national governance reform,and it can provide powerful support for modernization construction.Structurally and functionally,the intelligent social governance system comprises five key components:leadership institution,institutional framework,platform system,talent team,and operational mechanism.To advance the construction of the intelligent social governance system in the new era,a forward-looking perspective and a holistic,systematic approach should be adopted.That means that we should strengthen the top-level design to guide the practical exploration through the institution,support the multi-stakeholder participation to foster the collaboration through the mechanism,increase the resource investment to enable the intelligent operation with the platform,emphasize the service orientation to remake the process through problem-solving,and adhere to the pilot initiative to promote the reform and innovation through projects.
