摘要
国家文化安全是国家安全的重要领域,人工智能的快速发展使国家文化安全面临前所未有的复杂形势。面对ChatGPT、DeepSeek等生成式人工智能(GAI)技术的快速发展,聚焦GAI对国家文化安全的威胁挑战,从文化生产、传播和认同等3个维度的10个方面剖析潜在风险和主要危害,提出完善法制监管、压实企业责任、强化安全意识、汇聚文化合力、持续深化研究等5条对策建议,为有效维护新时代国家文化安全、巩固文化领域国防软实力提供参考。
National cultural security constitutes a vital domain of national security,and the rapid advancement of artificial intelligence has placed it in an unprecedented complex situation.Confronted with the swift progress of Generative Artificial Intelligence(GAI)technologies such as ChatGPT and DeepSeek,this paper focuses on the threats and challenges GAI poses to national cultural security.It analyzes potential risks and major hazards across ten specific aspects spanning three key dimensions:cultural production,dissemination,and identity.Subsequently,the paper proposes five countermeasures:enhancing legal oversight and regulation,strengthening corporate accountability,raising security awareness,pooling cultural synergy,and advancing sustained research.These recommendations aim to provide insights for effectively safeguarding national cultural security in the new era and consolidating the soft power of cultural defense.
