摘要
研究目的:以Q州“三区三线”划定项目为案例,探究国土空间规划技术理性的形成机制、现实表现及增进策略。研究方法:理论分析、案例研究。研究结果:(1)国土空间规划技术理性是提升国土空间规划科学性的一种智慧能力系统,组织整合、价值引导、工具控制、操作规范4类机制,对其形成产生重要影响;(2)对Q州“三区三线”划定案例的参与式跟踪考察发现,创新工作组织模式、细化战略传导与诉求整合、多层级信息数据共享、数理模型精确运用、优化运行机制以及规范操作程序是提升国土空间规划技术理性的重要途径;(3)案例考察表明,国土空间规划技术理性仍面临主体权责不清、知识整合不足、信息割裂滞后、模型集成不够、操作程序与参与机制不完善等现实制约。研究结论:增进国土空间规划技术理性,应从制度调适、主体协同、技术创新、运行保障出发,顺畅规划层级传导,整合主体利益诉求,提升信息整合能力,建立全周期管理体系。
The purpose of this study is to investigate the formation mechanism,practical manifestations and enhancement strategies of the technical rationality of territorial space planning by taking the“three zones and three lines”delimitation project in Q Prefecture as an example,to provide the references for promoting the scientific nature of territorial space planning.The research methods include theoretical analysis and case study.The research results show that:1)the technical rationality of territorial space planning represents an intelligent capacity system conducive to augmenting the scientific essence of territorial space planning.Specifically,four mechanisms play a crucial role,namely,the mechanism of organizational integration,value orientation guidance,tool manipulation control,and operational standardization.2)The participatory follow-up examination of the case regarding the delineation of the“three zones and three lines”in Q Prefecture demonstrates that innovative working organizational patterns,refined strategic dissemination and integration of demands,multi-level information and data sharing,precise application of mathematical models,optimization of operational mechanisms,as well as standardization of operating procedures constitute crucial means to boost the technical rationality of territorial space planning.3)The case study shows that the technical rationality within the realm of territorial space planning remains encumbered by a series of practical constraints.These include ambiguous demarcations of rights and responsibilities among the principal entities involved,a lack of comprehensive knowledge integration,information fragmentation and time lags,insufficient consolidation of models,as well as flaws and deficiencies in both the operational procedures and the participatory mechanisms.In conclusion,with the aim of augmenting the technical rationality of territorial space planning,a multi-faceted approach should be developed.Initiating from institutional adaptation,concerted efforts among principal stakeholders,technological breakthroughs,and robust operational safeguards are of paramount importance.More precisely,it is crucial to guarantee the seamless dissemination of planning directives across hierarchical levels,amalgamate the diverse interest claims of the involved parties,enhance the capacity for comprehensive information integration,and institute a full-life-cycle management regime.
