摘要
作为国家战略科技力量的组成部分,高水平研究型大学在国家创新体系中发挥重要作用。本文从高水平研究型大学的内涵出发,结合类型学特征与政策文本分析,将高水平研究型大学界定为在基础研究、科技创新、创新人才培养方面表现卓越,具备强大的有组织科研能力,能够有效整合创新资源、迅速响应国家战略需求,在国家科技创新体系中发挥关键作用的研究型大学。高水平研究型大学的基本定位是基础研究的主力军、重大科技突破的策源地、创新人才培养的主阵地。根据概念模型,本文从知识创新能力和创新人才培养能力两个维度建构高水平研究型大学评价体系,最后提出推进高水平研究型大学高质量发展的政策建议。
As a key component of national strategic scientific and technological capabilities,high-level research universities play a vital role in the national innovation system.Based on their intrinsic characteristics and integrating typological features with policy text analysis,this study defines high-level research universities as those that excel in fundamental research,technological innovation,and talent cultivation,that possess strong capabilities in organized scientific research,that effectively integrate innovation resources,that promptly respond to national strategic needs,and that serve as pivotal players in the national scientific and technological innovation system.Their positioning encompasses them being the main force in fundamental research,the source of major technological breakthroughs,and the primary hub for nurturing innovative talent.Guided by the conceptual model,this study constructs an evaluation framework for high-level research universities along two dimensions-knowledge innovation capacity and innovative talent cultivation capacity-and proposes policy recommendations to advance their high-quality development.
