摘要
系统性培育国家战略科技力量是新形势下应对国际挑战、服务双循环新发展格局、加快建设世界科技强国的重要抓手。高校是国家战略科技力量的重要与核心组成部分,在基础研究、关键核心技术攻关、成果转移转化等方面肩负着重要使命。进一步明确高校在国家战略科技力量中的定位,构建和完善从原始创新到科技攻关成果高效贯通落地的高质量高校创新体系,建立与完善支撑我国高校创新体系的人才、人事、平台、学科、文化等五大支撑体系,对于加快推动实现高水平科技自立自强具有重要的理论和现实意义。
The systematic cultivation of a national strategic scientific and technological force is an important way to cope with international challenges,and to accelerate China’s development as a global power in science and technology in the modern world.As an important and core part of the national strategic scientific and technological force,colleges and universities must shoulder important missions in conducting basic research,developing key core technologies,and transferring and transforming achievements.This has important theoretical and practical significance in accelerating the realization of high-level science and technology self-reliance and self-improvement,in order to further define the position of universities in the national strategic scientific and technological force,to build and improve a high-quality university innovation system from original innovation to scientific and technological achievements,and establish and improve the five supporting systems of talents,personnel,platforms,disciplines,and culture that underpin the university innovation system in China.
