摘要
基于海南省区域水文地质条件、主要河流流域分布、地下水质量和行政区划等因素,以建设重点区域质量监管和“双源”监控相结合的地下水环境质量监测网络为目标,通过整合自然资源、水利、生态环境等部门现有地下水监测站点,提出设置海南省地下水环境质量监测网的总体思路、原则和方法,构建形成覆盖全省所有市县、涵盖全部地下水类型分区和主要流域的省级地下水环境质量监测网络。该网络将区域地下水质量监测与重点风险源地下水污染监控相结合,开展统一监测与评价,监测结果可全面反映省级行政区域尺度下的地下水环境质量状况及变化趋势,为海南省地下水污染防治与环境监管提供支撑,为全国地下水环境质量监测网的建设提供借鉴。
Based on the regional hydrogeological conditions,distribution of major river basins,groundwater quality and administrative zoning of Hainan Province,with the goal of building a groundwater environmental quality monitoring network combining quality supervision in key areas and“dual-source”monitoring,by integrating the existing groundwater monitoring stations in natural resources,water conservancy,ecology and environment,and other departments,this study proposes the general ideas,principles,and methods of setting up the Hainan Provincial Groundwater Environmental Quality Monitoring Network.The network will cover all cities and counties in the province,including all groundwater types and main river basins,and will combine regional groundwater quality monitoring with groundwater pollution monitoring of key risk sources through unified monitoring and evaluation.The monitoring results can reflect the groundwater environment quality and change trend at the provincial administrative level,providing support for groundwater pollution prevention and control and environmental supervision,and offering a reference for the construction of national groundwater environmental quality monitoring network.
