摘要
标准体系对于自然资源要素综合观测各项活动的开展具有规范和指导作用。本文在分析国际资源-环境-生态观测领域标准化现状、发展趋势和我国多门类自然资源观测标准化存在问题的基础上,结合自然资源要素综合观测的特点,提出了标准体系构建的目标、原则,并借鉴霍尔系统工程方法,从标准性质、专业领域和适用阶段三个维度构建了适用于综合观测的标准体系框架,梳理出了一些基础标准规范,基本涵盖了观测站网建设及运行、观测技术方法和观测数据处理等观测工作重点环节,为观测工作标准研制和标准化建设提供了依据。针对当前面临的一些问题,提出了健全组织管理机构、做好顶层设计和总体规划、加强自然资源综合区划研究、重视预研究和示范推广、加强人才队伍建设等加快自然资源要素综合观测标准化工作步伐的建议。
As the groundwork,standard system can regulate and guide the orderly obstruction of Chinese integrated natural resource observation system.Based on the present conditions,development trends and existing problems in the standardization of resource-environment-ecosystem observation,this paper proposed the objective and basic principles for Chinese integrated natural resource observation.According to Hall three-dimensional structure,we have constructed the standard system framework from three dimensions(standard features,professional field and application stage)and put forward some basic standards,which covers basis,observation station construction,observation technology and method,observation data and operational management.Finally,five important suggestions are provided to promote the standardization process of integrated natural resource observation.
