摘要
社会组织是构建中国特色ESG体系的重要参与主体,如何推动社会组织参与ESG是数字化背景下推动社会组织高质量发展乃至构建中国特色可持续发展生态需要解决的重要议题。本文基于TOE分析框架,引入“协作”维度,构建出“技术-组织-环境-协作”(TOEC)理论模型,选取社会组织参与ESG的典型案例,剖析数字化时代社会组织参与ESG的内在逻辑和运行困境,进而提出社会组织参与ESG的推进路径。社会组织参与ESG面临着技术应用失衡、组织能力约束、外部支持断裂以及协作互动受阻等深层障碍。未来应当重视技术、组织、环境和协作之间的互动关系,从多维协同视角出发,构建以技术赋能为基础、组织创新为中介、环境支撑为保障、主体协作为导向的复合式推进路径,以实现社会组织从“技术承载者”向“价值共创者”的转型,提升社会组织参与ESG的行动效能。
Social organizations serve as key actors in the construction of a China-specific ESG framework.In the context of digital transformation,promoting their substantive engagement in ESG is essential not only for advancing the high-quality development of social organizations,but also for shaping a sustainable development ecosystem with Chinese characteristics.Drawing on the TOE analytical framework,this study introduces a“collaboration”dimension and proposes an extended TOEC framework.Through the analysis of representative cases of social organizations involved in ESG practices,the study explores the underlying logic and operational constraints of such participation in the digital era.The findings indicate that social organizations face deep-seated challenges,including uneven technological adoption,constrained organizational capacity,fragmented external support,and obstacles to inter-organizational collaboration.In response,this paper emphasizes the dynamic interactions among technology,organization,environment and collaboration,and proposes an integrated advancement pathway.This pathway is grounded in technological empowerment,mediated by organizational innovation,supported by environmental factors and oriented toward multi-actor collaboration.It aims to promote the transformation of social organizations from passive technology adopters to active value co-creators,thereby enhancing their capacity and effectiveness in ESG governance.
