摘要
为落实最严格水资源管理,强化水资源刚性约束,让市场在水资源配置中发挥决定性作用,以水资源的可持续利用支撑安徽省经济社会持续健康发展,本文深入分析了安徽省用水权改革的进展情况,总结其存在的问题与不足,并从制度体系建设、水权分配与明晰、创新水权市场化交易、探索水价形成机制等方面提出了进一步开展水权改革的建议,可为安徽省进一步推进用水权改革工作提供参考。
In order to implement the strictest water resource management,strengthen the rigid constraints on water resources,and allow the market to play a decisive role in the allocation of water resources,the sustainable use of water resources is supported to promote the continuous and healthy development of the economy and society in Anhui Province.This paper analyzes the progress of water rights reform in Anhui Province,summarizes the existing problems and shortcomings,and proposes suggestions for further advancing the water rights reform from aspects such as the construction of institutional systems,water rights allocation and clarification,innovation in market-based water rights transactions,and the exploration of water pricing mechanisms.These recommendations can provide a reference for Anhui Province to further advance its water rights reform efforts.
