摘要
改革是新时代推动党内法规制度建设高质量发展的核心引擎和必由之路。新时代党内法规制度建设改革具有多维价值,它有助于克服党内法规体系自身的弊端,推进新时代党的建设伟大工程,完善中国特色社会主义法治体系,并为世界政党政治文明贡献中国智慧。党的十八大以来,党内法规制度建设改革取得了显著成就:推动理论创新,明确党内法规制度建设方向;加强顶层设计,擘画党内法规制度建设蓝图;加大立规力度,形成和完善党内法规体系;开展集中清理,实现党内法规“瘦身”;通过综合施策,促使党内法规制度建设质量全方位提升。然而,新时代党内法规制度建设改革在制度权威、战略规划、包容互鉴、实践落实、民主保障以及系统提升等方面仍存在不足。新时代新征程上,进一步深化党内法规制度建设改革,必须着力树立权威性、锚定战略性、秉持开放性、立足实践性、提升民主性和坚持系统性。
Reform is the central engine and the only way to promote high-quality development of the Party's internal regulations and systems in the new era.The reform of the Party's internal regulations and systems in the new era has multiple values.It helps to overcome the inherent drawbacks of the Party's internal regulations and systems,strengthen the great project of Party building in the new era,improve the socialist rule of law with Chinese characteristics,and contribute Chinese wisdom to the political civilization of the world's political parties.Since the 18th National Congress of the Communist Party of China,the reform of the Party's internal regulations and systems has achieved remarkable results:promoting theoretical innovation and clearly defining the direction of the construction of the Party's internal regulations and systems;strengthening top-level design and drawing up the blueprint for the construction of the Party's internal regulations and systems;intensifying the formulation of regulations and forming a relatively complete system of the Party's internal regulations and systems;conducting centralized clean-up to streamline the Party's internal regulations and systems;and implementing comprehensive measures to promote all-round improvement of the Party's internal regulations and systems.However,there are still deficiencies in the reform of the Party's internal regulations and systems in the new era in terms of institutional authority,strategic planning,inclusiveness and mutual learning,practical implementation,democratic guarantee,and systematic improvement.To deepen the reform of the Party's internal regulations and systems in the new era on the new journey,efforts must be made to establish authority,anchor in strategy,uphold openness,ground in practice,enhance democracy,and adhere to its systematic nature.
