摘要
粮食安全是确保中国人的饭碗牢牢端在自己手中的“国之大者”,全方位夯实粮食安全根基,需加强新质生产力赋能。新质生产力能够从生产力的三要素协同发力,培育高素质的新型劳动者,发展高质量劳动对象和劳动资料,优化粮食生产资源配置,提高粮食生产效率。当前,新质生产力赋能粮食安全面临着诸多挑战:高素质农业劳动者短缺,农业科技成果转化推广乏力,种业创新步伐受阻,高标准农田改造受限。鉴于此,应强化粮食产业人才储备,提升粮食产业创新成果转化效能,深耕种业自主创新,优化高标准农田建管模式,为端稳端牢“中国饭碗”筑牢生产力基础。
Food security is a fundamental national priority that ensures the stability of the Chinese people’s food supply.To comprehensively strengthen the foundation of food security,it is essential to enhance the enpowering of new quality productive forces.New quality productive forces can synergistically leverage the three elements of production capacity:cultivating high-quality new-type laborers,developing high-quality labor objects and materials,optimizing resource allocation for grain production,and improving production efficiency.Currently,empowering food security through new quality productive forces faces numerous challenges:a shortage of skilled agricultural workers,insufficient conversion and promotion of agricultural scientific achievements,obstacles in seed industry innovation progress,and limitations in high-standard farmland transformation.In light of these issues,it is crucial to reinforce talent reserves within the food industry,enhance the effectiveness of converting innovative outcomes into practical applications in this sector,deepen independent innovation in seed industries,and optimize management models for high-standard farmland construction.These measures will lay a solid productive foundation for ensuring that“China’s rice bowl”remains stable and secure.
