摘要
推进中国式现代化首先要实现经济现代化。经济现代化的内在要求是发展新质生产力,核心内容是着力推动高质量发展。着力推动高质量发展需要加强制度保障。有利于新质生产力发展的制度安排能够为经济高质量发展提供激励和约束,降低经济高质量发展的实施成本。本文结合经济高质量发展的制度需求,从正式制度安排、非正式制度安排和制度实施机制三个维度搭建经济高质量发展的制度安排框架。依循经济高质量发展制度安排的框架设计,一体化推进正式制度创新、非正式制度创新和制度实施机制创新,加强激励性制度创新、推动约束性制度创新和实施降低成本类制度创新的三维协同,统筹协调跟进类制度创新与超前布局类制度创新,形成与新质生产力发展要求相适应的社会激励结构,保障经济高质量发展各项重点任务的实施和既定发展目标的实现。
Summary:This paper adheres to the development logic of taking productivity as the core,and studies the institutional arrangements of economic high⁃quality development in the new journey of Chinese modernization from the long⁃term perspective of economic development.Based on the theoretical mechanism of institutional arrangements affecting economic high⁃quality development,combined with the institutional needs of economic high⁃quality development in the new journey of Chinese modernization,this paper builds the institutional arrangement framework of economic high⁃quality development from the three dimensions of formal institutional arrangements,informal institutional arrangements and institutional implementation mechanisms.Specifically,the formal institutional arrangements of economic high⁃quality development include incentive formal institutional arrangements,binding institutional arrangements and formal institutional arrangements that reduce the implementation cost of economic high⁃quality development.The informal institutional arrangements of economic high⁃quality development include the ideology that is inherently consistent with the new development philosophy,the cultural system that is coordinated with the development of new quality productivity,and the moral foundation that is consistent with the value judgment of high⁃quality economic development.The institutional implementation mechanism of economic high⁃quality development includes strict implementation mechanism,perfect information mechanism,effective supervision mechanism,and reasonable evaluation mechanism.This paper holds that we should follow the institutional arrangement framework design of high⁃quality economic development,integrate the formal institutional innovation,informal institutional innovation and institutional implementation mechanism innovation,strengthen the coordination of incentive institutional innovation,restrictive institutional innovation and institutional innovation to reduce implementation costs,coordinate the follow⁃up institutional innovation and the advance layout institutional innovation,promote the social incentive structure that is compatible with the development requirements of new quality productivity,and ensure the implementation of key tasks of high⁃quality economic development and the realization of the development goals.This paper deepens the theoretical discussion on the institutional arrangement of high⁃quality economic development,contributes to the expansion of economic theoretical research at the new development stage,and provides theoretical basis and ideas for the institutional construction of high⁃quality economic development in the new journey of Chinese modernization.
