摘要
绿色金融政策协同对于解决因政策执行低效而导致的低碳治理失灵问题具有重要作用。文章选取2012—2022年的面板数据,采用基于机器学习的文本相似度算法和耦合协调度模型量化分析了绿色金融政策的多维协同水平。结果表明:央地纵向协同、部门横向协同及系统耦合协同都显著降低了碳排放强度,且耦合协同的碳减排效应最强;同级地方政府竞争弱化了绿色金融政策协同的低碳治理效应;数字技术增强了绿色金融政策协同对碳排放的抑制作用。
The synergy of green finance policies plays an important role in solving the problem of low-carbon governance failure caused by inefficient policy implementation.This paper selects the panel data from 2012 to 2022,and uses a machine learning-based text similarity algorithm and coupling synergy model to quantify the multidimensional collaboration level of green finance policies.The results go as below:Vertical collaboration between the central and local governments,horizontal collaboration between departments,and system coupling collaboration all significantly reduce carbon emission intensity,and vertical-horizontal coupling collaboration has the strongest carbon emission reduction effect.Competition among local governments at the same level has weakened the low-carbon governance effect of the collaboration of green finance policies.Digital technology has enhanced the synergy of green finance policies in reducing carbon emission.
