摘要
近年来,中国重金属污染防控在法规完善、技术创新和重点区域治理等方面取得了显著成效。“十五五”时期将面临更高的环境保护目标和产业转型要求。重金属污染防控的挑战主要包括复合污染类型多样、污染源复杂和长期治理成本高昂等。从新重金属污染物防控对策、物质流与生命周期管理、重金属环境风险系统防控和治理体系协同性等方面,提出“十五五”重金属污染防控专题对策建议,梳理了以支撑高质量发展为核心目标的主要任务和重点工程建议。“十五五”期间,源头管控、绿色修复、减污降碳、多介质污染防控及动态风险监测、绿色经济等重点任务的实施,可支撑实现重金属污染物排放显著削减和生态效益提升,推动环境质量持续改善,为“美丽中国”建设和可持续发展目标实现提供制度和技术支持。
In recent years,China has made remarkable achievements in heavy metal pollution control,particularly in policy improvement,technological innovation,and key regional remediation efforts.However,higher environmental protection goals and industrial transformation requirements need to be achieved during the“15th Five-Year”period.The challenges of heavy metal pollution prevention and control mainly included diverse types of composite pollution,complex pollution sources,long-term treatment and high costs.This article proposed special recommendations for the prevention and control of heavy metal pollution during the“15th Five-Year”period from the aspects of emerging heavy metal pollutants prevention and control measures,material flow and life cycle management,and coordination of heavy metal environmental risk prevention and control and governance systems,and suggested the main tasks and key projects with the core objective of supporting high-quality development.During the“15th Five-Year”period,by implementing the main tasks such as source control,green remediation,pollution and carbon co-reduction,multi-media pollution prevention and control along with dynamic risk monitoring,and green economy,heavy metal pollutant emissions were expected to be significantly reduced,and ecological benefits would be improved.Continuous improvement of environmental quality would be hereby promoted,and institutional and technical support for the realization of the“Beautiful China”target and sustainable development goals were provided.
