摘要
利用物质流(MFA)理论结合生态效率模型方法分析了2001—2010年四川省经济系统的物质流动情况、资源效率变化及环境效率变化。分析表明:(1)2001—2010年,四川省直接物质输入量(DMI)与区域内废物排放量(DPO)随GDP的增加均呈增长趋势,总物质资源效率一直在3 500元/t左右波动,总体变化不大,工业物质资源效率的变化趋势波动性较明显。(2)四川省主要依靠增加资源的投入,特别是自身资源的投入来维持经济的发展。(3)四川省DPO总体呈上升趋势。主要环境污染来自气体污染,其中以化石燃料燃烧排放的二氧化碳所占比例最大,其次为二氧化硫。(4)四川省农业用水在供水量中所占比例最大,为60%左右。(5)四川省地表水环境退化的主要原因来自生活污水排放量的增加。同时,四川省2010年总用水效率为2001年的2.7倍,2010年工业用水效率为2001年的3.5倍,工业用水效率与总用水效率增长速度较高。(6)2001—2005年,总废物排放效率与工业废气排放效率均呈下降趋势,2005年起逐渐升高;总废水排放效率、工业废水排放效率均逐年上升;工业废物综合利用效率呈波动上升趋势。上述分析结果体现了四川省在经济转型过程中还存在较多问题,需要继续提高资源利用效率,改变资源利用结构。
Material flow situations,variation of resources efficiency and environment efficiency of Sichuan eco- nomical system are analyzed by material flow analysis (MFA) theory combined with eco-efficiency model. As indicated in the research results,the direct materials input (DMI) and domestic processed output (DPO) of Sichuan were in- creased with the increasing of GDP during 2001 to 2010, the total resources efficiency had been fluctuating around 3 500 yuan per ton, and the variety scope was relative small,while the variation trend of industry material resources ef- ficiency presented obvious fluctuation. Sichuan mainly depended on increasing resource input, especially local resources input to maintain the economic development. The DPO of Sichuan presented an overall upward trend. The main envi- ronmental pollution was air pollution,carbon dioxide emission from burning of fossil fuel contributed the largest pro- portion of air pollutant and the following one was sulfur dioxide. Agricultural water in Sichuan accounted for the lar- gest proportion (60 %) of water supply. The surface water environment was mainly affected by the domestic sewage in this province. The total water utilization efficiency of Sichuan in 2010 was 2.7 times of that in 2001 ,the industry water utilization efficiency was improved much greater, which was increased by 2.5 times in ten years. The total waste emis- sion efficiency and industry wasted gas emission efficiency was decreased during 2001-2005 and began increased from 2005, the total wastewater discharge efficiency and industrial wastewater discharge efficiency was increased gradually, and the industrial waste comprehensive utilization efficiency presented a fluctuant increasing tendency. The results mentioned above also imply that quite a lot of problems existed in the process of economic transition of Siehuan Prov- ince. In order to stride forward to a resource-economical and environment-friendly society,it is necessary for Sichuan to improve the resource utilization efficiency continuously and restructure the resource utilization.
