摘要
本文通过对档案开放利用过程中的风险类型与特征进行分析,指出档案开放利用的风险主要由技术风险、信息泄露风险、利用风险和制度环境风险构成,且具有潜在性、客观性和复杂性的特征。对此,本文从两个方面提出了相应的对策建议。一是建立以开放档案再审核为核心的制度体系,包括档案利用投诉与反馈制度、档案召回制度和法规政策评估制度,对已开放档案存在的风险进行防范与损害控制;二是要加强内部风险防范,包括加强和完善信息安全管理、技术保障、人员培训,以尽可能防范风险。
Through analyzing the categories and characteristics of risks in the process of archival opening and utilization,this paper identifies that the risks primarily consist of technical risks,information leakage risks,utilization risks,and institutional environmental risks,which are characterized by their potential,objective,and complex nature.In response,the paper proposes countermeasures from two perspectives.Firstly,it suggests establishing an institutional system centered on the re-evaluation of open archives,including a complaint and feedback mechanism for archival utilization,an archival recall system,and a legal policy evaluation system,to prevent and control risks associated with already open archives.Secondly,it emphasizes the need to strengthen internal risk prevention,including enhancing and perfecting information security management,technical safeguards,and staff training,to prevent risks as much as possible.
