人口发展新形势下湖北学前教育有效供给路径探析

摘要 随着规模扩张和学龄人口下降相互交织,学前教育供需关系日趋复杂。在建设教育强国背景下,研究优化当前学前教育供给能力,有利于实现学前教育普惠、高质量发展。本研究预测了未来十年湖北省学前教育学龄人口变化,对当前学前教育供求关系形势进行分析,发现:湖北新生人口和幼儿园学龄人口呈下降趋势,师资需求逐年下降,学前教育经费投入不足、学前教育物力供给不能满足未来需求、高质量师资力量供给不足、保教质量不优、供给结构性失衡。建议从做好学前教育长期发展规划、提升幼儿园办学水平、建强师资队伍、缩小区域城乡差距、探索学前教育免费化五个方面进行路径设计,推动实现湖北省学前教育供需匹配和协调互动。 With the interweaving of scale expansion and declining school-age population,the supply-demand relationship of preschool education has been increasingly complex.In the context of building an education powerhouse,researching and optimizing the current supply capacity of preschool education is conducive to achieving universal and high-quality development of preschool education.This study predicts the changes in the school-age population of preschool education in Hubei Province in the next decade,analyzes the current supply-demand situation of preschool education,and finds that the new population and kindergarten age population in Hubei are showing a downward trend,the demand for teachers is decreasing year by year,the investment in preschool education funds is insufficient,the material supply of preschool education cannot meet future needs,the supply of high-quality teachers is insufficient,the quality of education is poor,and the supply structure is imbalanced.It is recommended to design a path from five aspects:making long-term development plans for preschool education,improving the level of kindergarten education,building a strong teaching staff team,narrowing the regional urban-rural gap,and exploring the free preschool education in Hubei Province,to promote the matching and coordinated interaction between supply and demand of preschool education in Hubei Province.
