摘要
基于新生人口数、城镇化进程以及教育发展目标对"十四五"时期我国义务教育教师规模和结构进行预测发现:"十四五"期间我国小学教师总量过剩,其中城镇教师需求增加,农村教师需求减小,同时农村学校存在"超编又缺人"问题。初中教师总量不足,其中城镇教师需求增加,农村教师需求减少。小学和初中学科课程教师配置结构性失衡,农村信息技术、音乐、美术、体育等课程教师缺乏。今后要做好动态精准监测,重视教师资源配置的顶层设计;深化人事制度改革,统筹调配城乡教师资源;提高农村教师职业吸引力,完善城乡教师交流制度,提高农村师资队伍水平;探索农村学校、小规模学校教师补充模式,缓解学科教师结构性矛盾。
Based on the number of new students,the process of urbanization and the goal of education development,this paper forecasts the size and structure of compulsory education teachers in China during the 14 th five-year period.The results show that the total number of primary school teachers in China is surplus,with the increasing demand for urban teachers and the decreasing demand for rural teachers.At the same time,rural schools have the problem of“overstaffing and lack of staff”.The total number of junior high school teachers is insufficient,the demand for urban teachers increases,and the demand for rural teachers decreases.There is a structural imbalance in the allocation of subject teachers in primary and junior high schools,and there is a lack of teachers in information technology,music,art,sports and other courses in rural areas.In the future,we should do a good job in dynamic and accurate monitoring,and pay attention to the top-level design of teacher resource allocation;deepen the reform of personnel system and coordinating the allocation of urban and rural teacher resources;improve the professional attraction of rural teachers,improve the exchange system of urban and rural teachers,and improve the level of rural teachers;explore the teacher supplement mode of rural schools and small-scale schools,and solve the structural contradiction of subject curriculum teachers.
