江西省市县三级云盾气象预警机组网方案设计与应用

Design and Application on Networking Scheme of“Yundun”Meteorological Early-warning Terminals at Provincial,Municipal,and County Levels in Jiangxi Province

摘要 云盾气象预警机是一款基于江西省强降水“631”风险预警应对工作机制研发的智能化预警终端。文中在分析当前气象灾害预警系统存在的主要问题与挑战的基础上,基于“云+端”设计思路和云盾气象预警机功能特点,提出一种适用于江西省省、市、县三级的“1+1+N”组网方案,应用于云盾气象预警机。该方案利用多源数据融合采集技术,依托“天擎”气象大数据云平台,构建统一的省市县三级数据底座,设计实现了适用多种应用场景的支撑平台与预警终端的快速联动。“1+1+N”组网方案的实际应用,有效弥补了传统预警发布方案在预警时效性、发布覆盖面、服务精准度、响应联动机制等方面的不足,该方案可为地方政府及相关部门提供更加科学、精准的决策依据,在提升区域气象灾害综合防御能力方面具有重要意义。 The“Yundun”meteorological early-warning terminals are intelligent warning terminals developed based on the“6-3-1 hour(s)early warning model”of heavy rain initiated by Jiangxi Provincial Meteorological Service.This paper explored the current challenges confronting meteorological disaster warning systems and further proposed a provincial-municipal-county“1+1+N”networking scheme by integrating the“cloud+terminal”framework with the functional capabilities of“Yundun”meteorological early-warning terminals.The practical implementation of the“1+1+N”networking scheme effectively addresses limitations in traditional early-warning distribution systems,including timeliness deficits,coverage gaps,service inaccuracy,and uncoordinated response mechanisms.This scheme can provide scientific and precise decision-making support for local governments and relevant agencies,significantly enhancing regional capacities for comprehensive meteorological disaster prevention.
