摘要
本文基于2016—2023年中国沪深A股上市公司数据、政府采购数据和企业互联网招聘数据,研究了政府采购对企业用工需求的影响及其内在机制。研究发现:第一,政府采购显著促进了企业用工需求增长。第二,政府采购通过需求拉动效应、技术升级效应和风险缓释效应,显著促进了企业用工需求增长,并在企业所有制、劳动力依赖程度、企业规模、地理区位、资源禀赋、财政透明度以及市场竞争程度等方面表现出异质性。第三,政府采购能够促进企业新型灵活用工需求,且主要体现在“云端交互型”灵活用工需求增长上,而对“地理位置依赖型”灵活用工需求无显著影响。本文揭示了政府采购促进企业用工需求的微观经济效应及其内在机理,并为充分利用财政政策工具实现高质量充分就业目标提供了重要的政策启示。
Utilizing data from Shanghai and Shenzhen A-share listed enterprises,government procurement data,and enterprise internet recruitment data from 2016 to 2023,this study examines the impact of government procurement on enterprise labor demand and its underlying mechanisms.The findings indicate that,first,government procurement significantly stimulates the growth of enterprise labor demand.Second,it enhances labor demand through demand-pull,technological upgrading,and risk mitigation effects,while exhibiting heterogeneity across enterprise ownership,labor dependence,enterprise size,geographic location,resource endowments,financial transparency,and market competition intensity.Third,government procurement fosters demand for new forms of flexible labor,particularly in"cloud-interactive"labor,while having no significant effect on"geographically dependent"flexible labor.This study reveals the microeconomic effects and internal mechanisms through which government procurement promotes enterprise labor demand and offers important policy insights for optimizing fiscal policy tools to achieve the goal of high-quality full employment.
