摘要
随着中国政府体制改革的推进和社会组织的发展,通过政府向社会组织购买的方式提供服务日益受到重视。政府向社会组织购买服务不只是政府提供公共服务的技术性替代选择,更是改善公共服务供给绩效和创新社会治理机制的必然选择。政府与社会组织的相互嵌入是实现政府服务要求与社会组织服务能力有机衔接的重要前提,而嵌入的缺失则会给政府向社会组织购买服务带来诸种困境,主要表现为社会组织服务逻辑的行政化、社会组织服务效果的内卷化、社会组织服务行为的短期化和社会组织服务体系的碎片化。对此,需要以政府与社会组织的嵌入优化来超越政府向社会组织购买服务的困境,以进一步提升政府购买社会组织服务绩效和推进政府购买社会组织服务实践。
With the advancement of the reform of the Chinese government system and the development of social organizations,the provision of services by way of government procurement from social organizations has been paid more and more attention. Government＇s purchase of services from social organizations is not only a technical alternative to government provision of services,but also an inevitable choice to improve the performance of public service supply and to innovate social governance. The embedding of government and social organization is the prerequisite to realizing the organic connection between government service requirement and social organization service ability,while the lack of embedding would bring some difficulties about the government ＇s purchase of services from social organizations,mainly embodied as the administrative tendency of the service logic,the internalization of the service effect,the short-term tendency of the service behavior and the fragmentation of the service system of social organizations. In this regard,it is necessary for government and social organizations to optimize the embedding to overcome the difficulties about government＇s purchase of services from social organizations,so as to further enhance the performance and promote the practice of the government＇s purchase of services from social organizations.
