摘要
实施乡村振兴战略是新时代新征程“三农”工作的总抓手。2018年,中共中央、国务院印发实施第一轮乡村振兴规划以来,农业农村发展取得显著成效,乡村振兴迈上了法治化、体制化、制度化轨道,粮食等重要农产品供给保障有力,脱贫攻坚成果持续巩固拓展,乡村特色优势产业竞争力大幅提升,宜居宜业和美乡村加快建设,农业农村改革取得突破性进展,城乡融合发展加快推进。2025年初,新一轮乡村振兴规划发布,“全面振兴”成为主题主线,即加快推进东中西部全地域振兴、农牧渔民全成员振兴和产业人才文化生态组织全方位振兴,乡村振兴实施的广度和深度得到极大提升。随着国内外发展形势变化,新一轮乡村振兴规划实施面临着城乡居民消费升级要求提高粮食和重要农产品供给质量,建设农业强国要求加快培育发展农业新质生产力,农村人口分布过疏化和年龄老龄化要求提升乡村建设水平和治理水平,碳达峰、碳中和积极稳妥推进要求农业绿色发展和乡村生态振兴,农民农村共同富裕扎实推进要求加快缩小收入差距,经济全球化和地缘政治格局深度调整要求统筹好农业开放发展与乡村产业安全等新形势新要求。锚定新一轮乡村振兴规划实施目标,结合新形势新要求,今后一段时期推进乡村全面振兴要把握好粮食和重要农产品安全供给,守牢不发生规模性返贫致贫底线,壮大乡村特色产业,提升乡村建设和治理水平,统筹利用国内国际两个市场、两种资源,发展农业新质生产力,促进农民持续增收等重点任务。
The implementation of the rural revitalization strategy serves as the overarching framework for the work on agriculture,rural areas,and farmers in the new era.Since the issuance and implementation of the first round of rural revitalization planning in 2018,remarkable achievements have been made in agricultural and rural development.Specifically,the rural revitalization strategy has been advanced onto a track of rule of law,institutionalization,and systematization;the supply of important agricultural products such as grain has been effectively ensured;achievements in poverty alleviation have been continuously consolidated and expanded;the competitiveness of rural characteristic and advantageous industries has been significantly enhanced;efforts to build livable,business-friendly,and harmonious villages have been accelerated;breakthrough progress has been made in agricultural and rural refoms;and the integrated development of urban and rural areas has been steadily advanced.At the beginning of 2025,China launched a new round of rural revitalization planning,centering on the theme of comprehensive revitalization.In terms of spatial development,we must accelerate pan-regional revitalization across eastern,central,and western China.Regarding demographic inclusivity,efforts should focus on promoting the holistic inclusion of all agricultural,pastoral,and fishing communities in revitalization initiatives.For programmatic dimensions,comprehensive revitalization must encompass industry,talent,culture,ecology,and organizational structures.The scope and depth of rural revitalization have thus been greatly enhanced.Meanwhile,amid evolving domestic and international development landscapes,the implementation of the new round of rural revitalization planning faces the following challenges.First,the consumption upgrade of urban and rural residents demands improvements in the quality and supply of grain and essential agricultural products.Second,building up China's strength in agriculture necessitates accelerated cultivation of new quality productive forces in agriculture.Third,rural depopulation and aging demographics require enhanced rural infrastructure development and govermance capabilities.Fourth,the proactive yet prudent advancement of carbon peaking and neutrality goals calls for green agricultural development and ecological revitalization in rural areas.Fifth,the steadfast promotion of common prosperity for farmers and rural areas urges accelerated efforts to narrow income disparities.Sixth,profound transformations in economic globalization and geopolitical dynamics mandate coordinated strategies to balance agricultural openness with rural industrial security.To achieve the objectives of the new rural revitalization planning,key tasks for the coming period include ensuring food and agricultural product supply,preventing a large-scale return to poverty,strengthening rural characteristic industries,enhancing rural construction and governance,coordinating domestic and intermational markets and resources,fostering new quality productive forces in agriculture,and reinforcing policy support to promote sustained income growth for farmers.
