摘要
本文针对我国区域制度下的区域生态补偿难点问题进行深入研究,主要探讨制度设计层面、实施过程中的障碍、资金保障与可持续性以及监管与评估体系等方面存在的主要问题,通过对甘肃文县区域生态补偿具体案例的分析,总结了我国在区域生态补偿实施过程中的经验教训,并提出了相应的解决策略与建议,旨在为未来的生态补偿制度优化提供科学依据和实践指导。
This study investigates the challenges in implementing regional ecological compensation under China's regional governance system,focusing on institutional design,implementation barriers,funding sustainability,and regulatory frameworks.Through a case analysis of Wenxian County in Gansu Province,the paper summarizes lessons learned from China's ecological compensation practices and proposes strategies for optimizing compensation mechanisms.The findings aim to provide scientific and practical guidance for improving ecological compensation systems in the future.
