摘要
农村人居环境整治面临巨额的资金缺口,充分利用资本市场开展绿色融资以缓解资金不足,是实现生态宜居的重要路径。文章在研究分析我国农村人居环境整治专项债发行现状及现实困境的基础上,结合国外环境效益债券的典型发行机制,设计了我国农村人居环境整治专项债券的融资方案。当前,我国农村人居环境整治专项债存在参与主体意愿不强、绩效评价体系不完善、信息披露机制存在局限、信用评级体系不健全的问题。为推进宜居宜业和美乡村建设、缓解融资约束,可通过构建结果导向型机制、构建多元主体协同参与机制、健全基于环境效益的绩效评估体系、强化信用评级和信息披露机制的路径,优化设计农村人居环境整治专项债券,实现为宜居而融资。
The improvement of rural human settlements is faced with a huge fund gap.Making full use of the capital market to carry out green financing to alleviate the fund shortage is an important way to achieve ecological livable.Based on the research and analysis of the current situation and predicament of issuing special bonds for the improvement of rural human settlements in China,and combining with the typical issuing mechanism of environmental benefit bonds in foreign countries,this paper designs the bond financing scheme for the improvement of rural human settlements in China.At present,there are some problems such as weak willingness of participants,imperfect performance evaluation system,limited information disclosure mechanism and imperfect credit rating system.In order to promote the construction of livable and viable rural areas and alleviate financing constraints,we can optimize the design of special bonds for the improvement of rural living environment by building a results-oriented mechanism,constructing a multi-party collaborative participation mechanism,improving a performance assessment system based on environmental benefits,and strengthening the credit rating and information disclosure mechanisms.
