Research on Local Government Bond Performance Management——Based on the Fiscal and Financial Synergy, the Public Performance and Market Performance Synergy

摘要本文基于财政与金融协同、公共绩效与市场绩效协同的双视角研究地方政府债券的绩效管理问题。由于地方政府债券是财政与金融协同的理念体现和工具载体,所以为实现高质量绩效管理需要把握该协同作用的三个典型特征:(1)地方政府充分发挥动能禀赋打造金融资产端;(2)金融市场普遍偏好政府信用;(3)围绕地方政府债券的各利益相关者之间串联、并联的广泛性和复杂性。同时,以站在未来、结合公共与市场的统一视角,需要确保公共绩效与市场绩效的有效协同,即:地方政府债券绩效管理的最终目标是提升公共绩效,过程目标是保证市场绩效的协同;公共绩效重在结果导向,市场绩效重在执行导向。具体地,绩效指标体系的建立,需要考虑基于地方政府债券的资金流、信息流和政策流的时空异质性和非正式制度约束。结合上述研究发现,本文提出了若干对策建议,包括:培育与时俱进的绩效管理观念与理念,基于财政与金融协同构建科学指标体系,发挥好公共绩效与市场绩效的协同,识别并科学设置弹性指标。 Based on the fiscal and financial synergy,and the public performance and market performance synergy,we study the performance management of Local Government Bond(LGB).Since LGB is characterized by the fiscal and financial synergy,it is necessary to grasp the three typical characteristics of this synergy to achieve high quality performance management:(1)Local governments should build basic financial assets;(2)The financial market generally prefers government credit;(3)The stakeholders of LGB are extensive and complex.At the same time,from the unified perspective of the future of public and market,effective synergy between public performance and market performance should be ensured.The ultimate goal of LGB performance management is to improve the public performance,and the process goal is to guarantee the market performance.Public performance is result-oriented while market performance is execution-oriented.Specifically,the building of the performance indicator system needs to consider the spatiotemporal heterogeneity and informal institutional constraints based on LGB.Therefore,we propose several measures that are cultivating the concept of performance management to keep pace with the times,building a scientific indicator system based on the fiscal and financial synergy,giving full play to the synergy between public performance and market performance,identifying and scientifically setting elastic indicators.
