摘要建设全国统一大市场要求从全局和战略高度促进区域市场协同与城乡协同,保障商品要素资源在城乡市场流动畅通,这是构建以国内大循环为主体、国内国际双循环相互促进的新发展格局的重要配套。全国统一市场建构离不开广大乡村市场由大变强,离不开乡村振兴的强力支撑。作为新时代农业农村发展的新鲜血液与强劲动力,地方政府专项债券必将在助力乡村振兴、实现农业农村现代化进程中大有作为。当下专项债券助力乡村振兴还存在发行制度需完善、绩效化管理待规范、动态化风险管理需加强等诸多现实问题。应提升地方专项债券发行的市场化水平、加强全周期绩效管理、防范专项债券债务风险,以保障专项债券在助力乡村振兴中行稳致远。 Building a national unified market requires promoting regional market synergy and urban-rural synergy from the overall and strategic perspective,and ensuring the smooth flow of commodity factor resources in the urban-rural market,which is an important support for building a new development pattern with the domestic big cycle as the main body and the domestic and international dual circulation promoting each other.The construction of the national unified market is inseparable from the large rural market becoming stronger and the strong support of rural revitalization.As the fresh blood and strong driving force of agricultural and rural development in the new era,local government special bonds will certainly play a great role in helping rural revitalization and realizing the process of agricultural and rural modernization.At present,there are still many practical problems in the special bonds to help rural revitalization,such as the issuance system needs to be improved,the performance-based management needs to be standardized,and the dynamic risk management needs to be strengthened.We should improve the marketization level of the issuance of local special bonds,strengthen the full cycle performance management,and prevent the debt risk of special bonds,so as to ensure the stability and long-term development of special bonds in helping rural revitalization.
