摘要
党的二十届三中全会提出推进生态环境治理责任体系建设,这是进一步健全现代生态环境治理体系的必然要求。然而,生态环境治理责任体系建设的理论研究仍然不够全面深入。唯有基于系统观念,才能以整体性逻辑构造生态环境治理责任体系框架;以非加和原则明确生态环境治理责任承担主体;以动态型方法维持生态环境治理责任体系运行,从而科学推进生态环境治理责任体系建设,为生态环境治理的积极展开提供坚实制度保障。
The third plenary session of the 2oth Central Committee of the Communist Party of China proposed promote the construction of a responsibility system for ecological environment governance,which is an inevitable requirement for further improving the modern environmental governance system.However,the theoretical research on the construction of the ecological environment and governance responsibility system is still not comprehensive and in-depth enough.Only based on systems thinking can we construct the framework of the ecological environment and governance responsibility system with a holistic logic,clarify the person of ecological environment and governance responsibility with Non-additive concept,and maintain the operation of the ecological environment and governance responsibility system with a dynamic and open approach,so as to scientifically promote the construction of the ecological environment and governance responsibility system and actively respond to a series of complex problems in the field of ecological environment governance.
