竞争政策促进区域高质量发展的内在逻辑及制度保障

The Internal Logic of Competition Policy for Regional High-Quality Development and Its Institutional Safeguards

摘要我国区域发展总体上存在重产业政策轻竞争政策的倾向,事实上竞争政策与区域高质量发展之间联系密切。竞争政策的有效实施在三个方面能够促进区域高质量发展:以市场化转型主导区域资源有效配置,以市场统一推进区域一体化发展,以规则公平保障区域均衡发展。因此,竞争政策应当成为区域发展政策的重要组成部分。一体化实施和差异化实施是竞争政策促进区域高质量发展的两种路径,这两种路径各有其存在理据却也面临不同的挑战。为保障竞争政策对区域高质量发展的促进作用,应当统筹协调中央与地方的关系,优化竞争政策实施体制机制和顶层设计。竞争政策的一体化实施应考量区域一体化程度,注重合作协同的方式,建立一定的组织核心,保障地方经济政策的公平竞争取向。竞争政策的差异化实施在路径上应慎重权衡,竞争法的豁免制度应当成为其核心制度规则,完善并善用公平竞争审查例外制度是重要方面。 There is a tendency for regional development in general to favor industrial policy over competition policy,but in fact there is a close link between competition policy and regional high-quality development.Effective implementation of competition policy can promote regional high-quality development in three aspects:directing effective allocation of regional resources with market-oriented transformation,promoting integrated regional development with market unification,and guaranteeing balanced regional development with fair rules.Competition policy should therefore become an important part of regional development policy.Integrated implementation and differentiated implementation are two paths for competition policy to promote regional high-quality development,each of which has its own justification but also faces different challenges.In order to ensure that competition policy can promote regional high-quality development,the relationship between the central and local authorities should be coordinated,and the institutional mechanism and top-level design of competition policy implementation should be optimized.The integrated implementation of competition policy should take into account the degree of regional integration,focus on cooperation and synergy,and establish a certain organizational core to guarantee fair competition orientation of local economic policies.Differentiated implementation path of competition policy should be carefully chosen,the exemption system of competition law should become its core institutional rule,and the improvement and skilled use of the exception system of fair competition review is an important aspect.
