摘要
高温气冷堆是核电前沿技术的典型代表。在国家科技重大专项的支持下,我国高温气冷堆项目实现了从基础研究到产业应用的成功跨越,不仅标志着我国核电技术能力的再突破和国际竞争力的再提升,也形成了复杂产品系统赶超发展的新模式。本文研究了高温气冷堆科技成果转化过程中主要创新主体面临的技术、能力、文化和目标差异,并从理论层面探讨了高温气冷堆成功转化的一般性经验和机制。研究结果表明,高温气冷堆项目的成功归功于以市场准则为基础的产权转移机制、“政产学研用”一体化创新网络的构建,以及以现代化重大创新工程为战略抓手的系统集成能力提升。
The high temperature gas-cooled reactor is a typical representative of the cutting-edge nuclear power technology.With the support of major national science and technology projects,China's high-temperature gas-cooled reactor projects have achieved a successful leap from basic research to industrial application.This not only marks a further breakthrough in China's nuclear power technology capabilities and an improvement in international competitiveness,but also forms a new model for catching up and developing complex product systems.This article studies the differences in technology,capabilities,culture,and goals faced by the main innovative entities in the process of transforming technological achievements of high-temperature gas-cooled reactors,and explores the general experience and mechanism of successful transformation of high-temperature gas-cooled reactors from a theoretical perspective.The study results indicate that the success of the high-temperature gas-cooled reactor project is attributed to the property right transfer mechanism based on market principles,the construction of an integrated innovation network of government,industry,academia,research and application,and the improvement of system integration capabilities with modern major innovation projects as strategic levers.
