摘要
国家间日益激烈的科技竞争和科学基础型产业发展不断打开的机会窗口,驱动大学在基础研究元功能之外进一步承担科技成果转化的派生功能。由于基础研究和为科技成果转化而开展的应用研究是两种不同目标和性质的经济活动,过度和不恰当的应用研究激励可能损害研究型大学的基础研究功能。与美欧强化科技成果转化的问题情境不同,在中国研究型大学自身学术激励机制尚未完善、科技成果转化政策相对强激励、弱约束的前提下,科技成果转化活动对研究型大学基础研究功能存在更强的替代或抑制作用。中国研究型大学科技成果转化政策需要在整体观指导下进行反思和调整,其在国家创新系统中的“归位”要先于与企业的“连接”。
The scientific and technological competition between nations and the accelerated emergence of science-based industries constitute a drive force for the universities to take the responsibility of transforming technological achievements for industrial and commercial use while carrying out their required teaching and research duties.However,excessive application research inevitably undermines the function of basic research in research universities.Different from the situation in the United States and Europe,China's strengthening the transformation of technology and application research is carried out under the condition that the University's own academic evaluation and academic incentive mechanism have not been fully established,and the negative effect is obvious.For this reason,this paper suggests that China's policy for the transformation of technological achievements needs to be revised.
