摘要
人民政协协商是我国协商民主体系的专门协商机构和重要渠道,是落实全过程人民民主的重要组成部分。在数字技术时代,推进数字政协建设是顺应数字化发展的必然要求。然而,在当前数字政协建设实践中,仍面临着缺乏统一平台且数字技术资金投入存在显著地区差异、部分参与者的传统思想观念阻碍数字化转型、政协委员及相关人员数字技能不足、数字政协建设尚未形成统一标准以及法律保障机制不健全等多重挑战。因此,应加大数字技术资金投入,加强数字政协的宣传与数字技能培训,推进数字政协统一平台的搭建和数字政协智库建设,以推动数字技术更高效地赋能人民政协协商实践。
The consultation of the Chinese People’s Political Consultative Conference(CPPCC)is a specialized consultative institution and an important channel within China’s consultative democracy system,and it is an important part of implementing whole-process people’s democracy.In the era of digital technology,promoting the construction of a digital CPPCC is an inevitable requirement for conforming to digital development.However,in the current practice of building a digital CPPCC,multiple challenges still exist.There is a lack of a unified platform,and there are significant regional differences in digital technology investment.The traditional ideological concepts of some participants impede digital transformation.The digital skills of CPPCC members and relevant personnel are insufficient.The construction of a digital CPPCC has not formed a unified standard,and the legal protection mechanism is not sound.In order to address these challenges,it is necessary to increase investment in digital technology funds,strengthen the publicity of the digital CPPCC and digital skills training,promote the construction of a unified platform for the digital CPPCC and the construction of a think tank for the digital CPPCC so as to effectively address the constraints and promote the more efficient empowerment of the consultative practice of the CPPCC by digital technology.
