摘要
基于西南地区宅基地制度改革试点政策,以土地产权理论为基础,运用双重差分法构建准自然实验模型,深入探究农村宅基地改革对城乡融合发展的影响效应,选取2010—2020年西南地区县域面板数据,通过构建包含人口融合、空间融合、经济融合、社会融合、生态融合5个维度、11项指标的城乡融合发展评价体系,结合PSM—DID方法进行实证分析。研究结果表明,农村宅基地改革能够显著提升城乡融合发展水平。在作用机制上,宅基地改革通过显化宅基地产权价值,促进农村存量土地资源市场化配置,推动城市资本、技术等要素向农村流动,进而带动农村产业升级与农民增收。进一步的调节效应检验显示,公共服务水平的提高对宅基地制度改革促进城乡融合具有正向调节作用。异质性分析发现,资源禀赋优越、交通区位便利的县域,宅基地改革对城乡融合的促进效果更为显著。因此,要持续稳步推进县域宅基地改革,保障宅基地资格权和用益物权的有效实现。
Based on the pilot policy for the homestead system reform in Southwestern China,this paper uses the theory of land property rights to construct a quasi-natural experiment through a difference-in-differences(DID)approach,delving into the impact of?rural homestead reform on the urban-rural integration development.Using panel data from counties in southwestern China spanning from 2010 to 2020,this paper constructs an evaluation system for integrated urban-rural development encompassing five dimensions—population integration,spatial integration,economic integration,social integration,and ecological integration—with 11 indicators.An empirical analysis is conducted using the PSM-DID method.The research finds that rural homestead reform can significantly promote the improvement of urban-rural integration.In terms of its mechanism,homestead reform clarifies the value of homestead property rights,promotes the market-oriented allocation of rural land resources,and facilitates the flow of urban capital,technology,and other elements into rural areas,thereby driving rural industrial upgrading and increasing farmers’incomes.?Further tests of moderating effects reveal that an improvement in public services positively moderates the role of homestead system reform in promoting integrated urban-rural development.Heterogeneity analysis shows that counties with superior resource endowments and convenient transportation locations exhibit more significant effects of homestead reform on promoting integrated urban-rural development.Therefore,it is essential to continuously and steadily promote the reform of rural homesteads at the county level,which guarantees the effective realization of homestead qualification rights and usufructuary rights.
