人工智能赋能区域基础教育变革路径

Artificial Intelligence Empowering Regional Basic Education Reform:Pathways to Action

摘要 区域是我国基础教育改革发展的责任主体与关键支持,国家教育数字化转型战略应落实在促进区域教育整体发展层面。然而,当前区域层面的“中间层缺失”严重制约着教育数字化转型国家战略的实践落地,在顶层规划、技术适配、主体能力、发展格局等方面面临诸多困境。本研究聚焦“人工智能赋能区域基础教育变革”这一核心命题,以上海市浦东新区的实践探索为例,阐释系统架构制度性安排、加强统合式技术适配、进阶培育主体人工智能胜任力、促进“智能教”“教智能”双向驱动、整体智治推动包容性发展的变革行动路径。实践表明,学生人工智能素养发展、教师人工智能胜任力提升、区域教育生态优化等方面取得显著成效,但区域教育系统仍面临智能基础设施、教育主体适应能力、教育教学异化、技术僭越育人等挑战。面向未来,人工智能驱动区域基础教育变革需要打破路径依赖,以“超限思维”突破惯性发展、以“数智韧性”应对变革挑战、以“育人本质”校准技术方向,创造技术理性与教育规律同频、数智赋能与人文关怀共振的未来教育图景。 As the responsible entity and pivotal support for the development of basic education reform in China,regional governance plays a critical role in implementing the national strategy for educational digital transformation.However,the current"deficiency in the intermediary layer"at the regional level severely impedes the effective implementation of this national strategy,manifesting challenges in top-level planning,technology adaptation,stakeholder capabilities,and developmental frameworks.This study focuses on the core theme of"artificial intelligence(Al)-empowered regional basic education reform,"exploring Shanghai's Pudong New Area as a representative case to elucidate actionable pathways for systemic transformation.The study provides insights into the actionable pathway of establishing systematic frameworks and institutional arrangements,enhancing multidimensional technology integration,cultivating stakeholders'Al competency through progressive training,fostering bidirectional dynamics between"Al-enhanced teaching"and"teaching AI literacy,"and advancing inclusive development through holistic intelligent governance.Empirical evidence demonstrates that Pudong has achieved notable outcomes in developing students'Al literacy,enhancing teachers'Al proficiency,and optimizing regional educational ecosystems.Nevertheless,persistent risks and challenges remain obvious,including intelligent infrastructure,stakeholders'adaptive capacities,pedagogical alienation,and technological overreach in education.The study finds Al-driven regional basic education reform needs to overcome inertial practices by building"digital intelligence resilience"to address transformative challenges,and to recenter"educational essence"to recalibrate technological trajectories fora future educational landscape where technological rationality aligns with pedagogical principles,and digital empowerment resonates with humanistic values.
