摘要
贯彻落实全国教育大会精神,开放教育同样必须把握自身属性,探索中国特色社会主义的开放教育发展之路,助力教育强国建设。本研究提出和论证了开放教育的三个基本属性,教育公共服务属性指向社会层面的教育公平和人的全面发展;教育生态系统属性指向组织层面的教育规模扩大和教育质量提升;教育技术融合属性指向方法层面的教育赋能与教育创新,三者是互为决定和互为支撑的关系。三个基本属性进一步映照实践,把握教育公共服务属性,重在构建泛在可及的终身教育体系,提升终身学习公共服务水平;把握教育生态系统属性,重在实现大规模与个性化均衡发展、产业与事业均衡发展,兜底国民素质提升;把握教育技术融合属性,重在以基于学习理论的教学系统设计推进模式机制创新,促进有效学习。
Chinese National Education Conference calls for the open education to make the best its own advantages and explore a developmental approach featuring socialism with Chinese characteristics,while facilitating the construction of an educational power.This study proposes and discusses open education’s three basic characters,that is,public service,educational ecosystem and educational technology integration,which are interdependent and mutually supportive,and embody educational equity and comprehensive human development at the social level,expansion of educational scale and improvement of educational quality at the organizational level,and empowerment and innovation of education at the methodological level,respectively.In practice,these three characters commission open education such missions as building a universally accessible lifelong education system to enhance the level of lifelong learning public services,achieving large-scale and personalized balanced development,balanced development of industries and undertakings,and ensuring the improvement of national quality;and promoting mode and mechanism innovation through teaching system design based on learning theory,and strengthening effective learning.
