摘要
大数据时代下,未成年人触网呈现明显的“低龄化”趋势。然而,未成年人在享受互联网便利的同时,遭受网络侵害的风险也逐渐升高,近年来网络欺凌成为未成年网络安全中的一个突出的问题。未成年人身心发育尚不成熟,加之互联网自身的虚拟性与灵活性,防治网络欺凌面临着许多困境。目前防治未成年人网络欺凌在法律监管、侵权认定、技术治理等存在多方面的现实问题,如何落实“社会共治”理念、完善未成年人网络欺凌防治体系成为关键。
In the era of big data,there is a clear trend of"younger age"for minors to access the internet.However,while minors enjoy the convenience of the Internet,the risk of being infringed by the Internet is also gradually increasing.In recent years,cyber bullying has become a prominent problem in the network security of minors.The physical and mental development of minors is not yet mature,coupled with the virtuality and flexibility of the Internet itself,the prevention and control of online bullying is facing many difficulties.At present,there are many practical problems in the legal supervision,infringement identification,and technical governance of preventing and controlling cyberbullying among minors.How to implement the concept of"social governance"and improve the prevention and control system of cyberbullying among minors has become the key.
