摘要
农村职业教育对实现乡村振兴、解决“三农”问题具有积极的推动作用。以政策工具—发展要素—政策阶段为分析框架对1980年以来41份国家级农村职业教育政策文本进行内容分析。发现:政策工具结构不合理、协同效果较差;发展要素分布失衡;部分发展要素政策工具使用不当。对此,为提升政策的科学性、有效性,提出了优化建议:协调政策工具构成比例,优化其组合方式;协调发展要素内部结构;调适发展要素对政策工具的使用。
Rural vocational education has a positive role in achieving rural revitalization and solving the three rural problems.Using the policy tool—development elements—policy stage as the analysis framework,a content analysis was conducted based on the 41 national rural vocational education policy texts since 1980.The following problems have been found:the unreasonable structure of policy tools and poor synergy effects;the imbalanced distribution of development elements;and the improper use of some development elements’policy tools.To enhance the scientificity and effectiveness of policies,the following optimization suggestions are put forward:coordinating the proportion of policy tool composition,optimizing its combination method;coordinating the internal structure of development elements;and adjusting the use of development elements for policy tools.
