摘要
基于政策协同理论,制定量化标准,构建部门协同、措施协同、目标协同三个维度的政策协同分析框架,对2013年至2020年我国产教融合政策协同性进行量化评价研究。研究表明,产教融合政策的部门协同逐渐形成了以"国务院-教育部-发改委"为核心的联合发文网络,部门协同度呈现逐年增长的趋势,政策总力度越来越大,但平均政策力度提升不显著,这与部门特点以及政策本身的性质尤其相关;两两政策措施间协同程度最高的是人才措施与培养培训措施的协同,评价措施的协同使用有待继续深入;政策目标间的协同表现出不均衡的特征。最后,本文针对评价结果为我国产教融合政策的制定提供了相关政策建议。
Based on Policy Synergy Theory, this paper makes a quantitative evaluation of policy synergy of integration between industry and education in china from 2013 to 2020 through making the establishment of quantitative standards and building the framework of policy synergy analysis in three dimensions: departmental synergy, measure synergy and goal synergy. The results shows that the cooperation of the departments has gradually formed a joint publishing network with "the State Council-the Ministry of Education-National Development and Reform Commission" as the core. The overall policy intensity is increasing, but the average policy intensity is not increasing significantly, which is especially related to the characteristics of the sector and the nature of the policy itself;The degree of synergy between the talent policy measures and the training policy measures is obviously higher than that between the other policy measures and the synergistic use of the evaluation measures needs to be further deepened.The synergies between policy objectives exhibit uneven characteristics. Finally, this paper provides some policy suggestions for the establishment of the policy of integration between industry and education in china.
