摘要 “十四五”时期,信息化加快了数字化的发展步伐,数字城市建设被提上新日程,智慧社区在智慧城市背景下应运而生。伴随风险社会的冲击,社区层面的风险事件激增,依托智慧社区建设将智慧应急融入基层治理已成为提升城市应急管理能力的关键所在。本文基于“技术—价值—制度”三重维度剖析智慧社区应急管理的内在逻辑、多重样态和实现路径。技术赋能是智慧社区应急的应有之义,价值共识是智慧社区应急的理念导向,制度供给是智慧社区应急的规范保障。依据三维向度的强弱,智慧社区可分为低阶、中阶及高阶三重应急管理样态。基于三重样态的分析,最后,从“困局破解”和“嵌入式协同”两个方面着手,深入剖析低阶、中阶样态的转型方向和高阶样态的实现路径,以期为智慧社区应急效能的提升提供借鉴思路,助力智慧社区开创应急管理信息化发展的新格局。 During the 14th Five-Year Plan period,advancements in information technology have accelerated digital development,placing digital city construction at the forefront of the agenda.Smart communities have emerged as a key component within the broader context of smart cities.Along with the impact of risk society,there is a surge of risk events at the community level,and relying on smart community construction to integrate smart emergency response into grassroots governance has become the key to improving the capabilities of urban emergency management.This paper analyzes the internal logic,diverse patterns,and implementation pathways of smart community emergency management,using the three dimensions of“technology-value-institution”as a framework.Technical empowerment represents the core function of smart community emergency response,while value consensus provides the conceptual guidance,and institutional supply ensures the normative framework.Based on these three-dimensional orientations,smart communities can be categorized into low-order,middle-order,and high-order emergency management patterns.The implementation of smart community emergency management should focus on two aspects:“crisis resolution”and“embedded collaboration”.By deeply examining the transformation of low-and middle-order patterns,as well as the implementation path for high-order patterns,this paper aims to provide a reference for improving the effectiveness emergency responses in smart communities,ultimately contributing to the creation of a new pattern for emergency management information development.
